In a speech to the Heritage Foundation, Bush worked to imply that not confirming Mukasey would result in no Attorney General "during this time of war," guaranteed.
How is having no AG any worse than the present situation?
Doesn't the Acting AG have to report to Congress every 6 months, anyway?

With Leahy announcing his opposition I think we will be in a period of 15 months with no Attorney General. Bush has nothing to lose.
What are the implications to the country and the rest of the US Attorneys if there is no AG?
If no one else manages to get nominated/confirmed by the Senate for the rest of GWB's term, will we actually notice the difference since the vast majority of these appointments aren't doing their jobs anyway?
